Requirements:
• An appropriate 3 year tertiary qualification (or
equivalent qualification) in Financial Management;
• A minimum of 3 years relevant experience in an
internal control and governance environment.
Job Specification...
Recommendation:
• Experience in the following:
o Writing of policies and procedures;
o Conducting internal investigations;
o Validation of expenditure vouchers.
Key performance areas:
• Ensure the execution of internal control measures
in relation to the following;
o Annual internal control program;
o Financial investigations;
o The development, monitoring and review of
departmental internal control policies, processes
and procedures;
o Unauthorized/ irregular/ fruitless/ wasteful
expenditure;
• Ensure and monitor forensic investigation reports;
• Ensure and monitor the post auditing of
expenditure vouchers;
• Ensure and monitor internal control process in
relation to the following:
o Execute the payroll control process;
o Safes and strong-rooms;
o Form control;
o Retention of financial documentation;
o Safe-keeping of face-value forms.
Competencies:
• Knowledge of the following;
o Public Finance Management Act;
o National Treasury Regulations;
o Provincial Treasury Instructions;
o Internal Control frameworks;
• Excellent communication (written and verbal)
skills in at least two of the official languages of
the Western Cape Province;
• Proven computer literacy (Ms Office);
• Report writing and presentation skills;
• Ability to analyse, conceptualise and implement
policy.
