financial administration.

Requirements:
• An appropriate recognized Degree/National
Diploma (or equivalent qualification) in Financial
Management;
• A minimum of 6 years' experience in an Internal
Control and Governance environment;

Recommendations:
• Experience in conducting Internal Investigations.
Key performance areas:
• Manage the annnual internal control in relation to
the following:
o The programme;
o Financial Investigations;
o The monitoring tools, techniques and
methodologies;
o Investigations into fruitless/ wasteful/
unauthorised and irregular expenditure;
• Manage forensic investigations reports;
• Manage the post auditing of expenditure
vouchers;
• Manage internal control processes in relation to
the following;
o Payroll control process;
o Safe and strong-rooms;
o Retention of financial documentation.
Competencies:
• Knowledge of the following;
o Public Finance Management Act;
o National Treasury Regulations;
o Provincial Treasury Instructions;
o Internal Control frameworks;
• Excellent communication (written and verbal)
skills in at least two of the official languages of
the Western Cape Province;
• Proven computer literacy (Ms Office);
• Report writing and presentation skills;
• Ability to analyse, conceptualise and implement
policy.
