Requirements:
• An appropriate recognized Degree/National
Diploma (or equivalent qualification) in Financial
Management;
• A minimum of 6 years' experience in an Internal
Control and Governance environment;

Recommendations:
• Experience in the following:
o Writing of policies and procedures;
o Conducting internal investigations.
Key performance areas:
• Manage the following:
o Proper establishment of an integrated internal
control system;
o Maintenance and implementation of accounting
officer delegations in terms of the PFMA;
o Maintenance and implementation of instructions
and other prescripts;
o Properly maintained irregular fruitless, wasteful
and unauthorized expenditure register;
o Maintenance of the departmental Provincial
Forensic services (PFS) register;
o Adequate training on the financial management
framework;
o Adequate monitoring of the departmental
Corporate Governance Improvement Plan (DCGIP);
o Co-ordination and control of the Auditor-general
South Africa weekly Steering Committees on Public
Accounts, Internal Audit.
Competencies:
• Knowledge of the following;
o Public Finance Management Act;
o National Treasury Regulations;
o Provincial Treasury Instructions;
o Internal Control frameworks;
• Excellent communication (written and verbal)
skills in at least two of the official languages of
the Western Cape Province;
• Proven computer literacy (Ms Office);
• Report writing and presentation skills;
• Ability to analyse, conceptualise and implement
policy
