Job Specification...
KEY PERFORMANCE AREAS
• Act as the Accounting Officer of the Department
in accordance with the Public Service Finance
Management Act;
• Advise the Minister and the Provincial Cabinet on
community safety issues;
• Coordinate and manage the diverse
responsibilities of the Department and guide
relevant external stakeholders;
• Responsible for the overall management of
community safety within the province including
Civilian Oversight over Law Enforcement Agencies,
and facilitate and promote a centralised security
risk management service delivery model for the
Provincial Government;
• Champion governance principles within the
Department;
• Provide strategic direction and define and review
on a continuous basis the purpose, challenges,
objectives and priorities of the Department;
• Promote comprehensive integrated strategies to
implement the human-resource plan, service-
delivery improvement programmes and
information-technology resource plan;
• Ensure effective, efficient and transparent
systems of financial and risk management as well
as internal control in accordance with prescribed
norms and standards;
• Monitor and evaluate on a continuous basis the
organisational structure of the Department and
ensure that all relevant applicable systems are in
place;
• Responsible for the preparation of annual and
adjustment budgets;
• Report to the Director-General, MEC, Provincial
Cabinet and the Legislature.
COMPETENCIES:
• Seasoned professional with a proven record in
driving service delivery;
• Ability to lead a multi-disciplinary management
team;
• Advanced knowledge of Safety Promotion, Social
Crime Prevention and Security Risk Management
legislation in order to give sound advice and
leadership;
• Excellent interpersonal and communication skills
including advanced knowledge of communication,
media management, public relations, public
participation and education;
• Ability to build and guide strategic partnerships;
• Knowledge of relevant Public Service legislation
including the Constitution of South Africa, the
Public Finance Management Act, the Western Cape
Community Safety Act and other applicable
regulations and policy;
• Knowledge and experience of strategic
management, human resource and financial
management;
• Strong strategic leadership skills, good written
and verbal communication skills as well public
speaking, presentation, sound diplomacy, analytical
and motivation skills.

SALARY: All-inclusive salary package of R 1 201
713 - R 1 353 732 per annum (Level 15). Note: The
remuneration package consists of a basic salary
(70%) and the employer's contribution to the
Pension Fund. The remainder of the package may
be structured according to your personal needs.
