Requirements:
• An appropriate recognized 3 year tertiary
qualification;
• A minimum of 3 years management experience of
which 5 years' experience must be in a procurement
and supply chain professional environment.

Recommendations:
• Experience in the following:
o Policy development and legislature drafting and
analysis;
o Monitoring and evaluation;
o Project Management.
Key performance areas:
• Strategically review and analyses departmental
SCM and moveable asset management policy against
the requisite legislation and policy frameworks and
compile and implement best practice, policies,
guidelines and Sop's to improve SCM competencies;
• Assessment of compliance to regulatory
framework for supply chain management and
moveable asset management and monitor the
department's capacity to give effect to its service
delivery goals and objectives and ensure
departments attain and desired level of financial
maturity and efficiency in attaining service
delivery objectives;
• Coordinate and Service discussion as well as
facilitate a platform for knowledge and
information sharing of SCM and strategically assist
provincial departments;
• Compile and Manage SCM and moveable asset
management data reporting defined statistical and
spend analysis on specified targeted areas of
provincial import as well as ensure and efficient
and effective management of provincial
procurement data;
• Engaging in internal linkages in respect of the
budget review process on the procurement of goods
and services of provincial departments;
Competencies:
• Thorough knowledge of procurement legislation,
best practices, including sourcing strategies and
the different mechanisms for procurement;
• Proven knowledge on Strategic Sourcing
Preferential and BEE;
• Strong written and verbal communication skills in
at least two of the official languages of the
Western Cape;
• Analytical and problem solving skills;
• Proven computer literacy;
• Presentation skills.
